Like clothing stores always have tags that say “Made in China” or something. I only have sketches, but I want them to be made into fabric and be sold, be bought, and be worn.

First you need to buy a sewing machine. You need to make at least the prototypes in the different dress sizes. You can find a local seamstress who can likely do this with you, but you’ll have to pay.
Then it’s a matter of what you’re going to do. If you’re going to do mass production then you need to look for a clothing manufacturer. I suggest not outsourcing to China if you’re not Chinese. If you live in a developed country you can likely find local clothing manufacturers that will be worth your while, because you likely won’t get into a lot of bulk production until later on.
So I suggest first you can learn to sew and make them, or you can get a local seamstress to do it, look in the phone book or post an ad online. Next if you have a seamstress you may be able to get her to make you a certain amount of clothes for you to sell at a storefront. With lower production and first world labour you can likely demand a good price for your product and people will actually buy it because of the perceived quality difference(think about it, everyone feels ripped off by Chinese goods because the markup is huge, and they equate cheap with low quality).
Then later as you get bigger get a manufacturer in your area to make the clothes. This will just be a factory that will mass produce them, for example my mother works at one making sportswear.
Then if you reach meteoric success then you can consider outsourcing to China and India.
But I suggest not going from 0 to 100 in one step. If you get prototypes and mass produce them in China without having enough demand you’ll struggle to sell them and they’ll end up as low end items that are on a sale rack in your store.
Think local, start smaller. People are willing to pay for quality, remember that. That’s where a small business has the upper hand over big business, small businesses can offer unparalleled quality if they try because they don’t have to worry so much about the bottom line and making money for investors.
So start small and grow.
check with a local university that teaches fashion design and take on an intern. you will be helping them while they are helping you. Who knows you may find a working partner!!!
try to get a job with a close line, then you’ll find out.
